Message Because if the turbines just plain weren't spinning, the exhaust air would have to try to push out around the stagnant turbines. Some blown turbos do completely seize, making it unreasonably difficult to get the exhaust air out. This would be the ultimate in slowness of any Z motor; picture welding in a plug into the exhaust, and only drilling a small hole for the exhaust air to squeeze through.

But as far as putting out more power with a TT w/ turbines spinning vs. an NA without them, honestly it depends entirely what RPM range you're in. At a lower RPM, the NA will likely make more power, because the TT has to spool up the turbines, creating, as mentioned, the parasitic loss until the lag RPM range is passed.
